Zach Kelling 3675b37845 fix: update GPU build tags and reorganize CGO files 
- Move tfhe_bridge.cpp/h to cgo/ subdirectory
- Change fhe_ops.go to use luxgpu tag (opt-in for GPU)
- Change fhe_test.go to use luxgpu tag
- Ensure pure Go fallback works for both CGO=0 and CGO=1
