docs: add LICENSING.md pointing at canonical Lux IP strategy

# Licensing
This repository is licensed under the **Lux Research License with
Patent Reservation v1.0** (see [LICENSE](LICENSE)). It belongs to the
**patent-protected** tier of the Lux three-tier IP strategy.
The repository contains patent-pending technology. Source is published
to establish prior art and document the inventions. Research and
non-commercial use is permitted; commercial use of any patented
technology requires a separate license.
